Punish all perpetrators of heinous crime, say parents of  Tongam Rina

ITANAGAR, Jul 11: The parents of senior journalist Tongam Rina today said that all the perpetrators of heinous crime be tried in a court of law and punished for what they have done.

Banyak and Kento Rina, parents of Tongam Rina, in a press statement today said “We believe that true justice will only be delivered to our daughter when all the perpetrators and the planners - whether they are those accused, or more others, are tried in a court of law, their real motives found put and they are convicted and punished for what they have done.”

While referring to the news item regarding filing of charge sheet against the accused in assassination attempt on Tongam Rina, Associate Editor of this daily, the statement said  “the news that after a full year of uncertainty has definitely brought some amount of relief to us. The long delay in the investigations and the silence of the agencies and govt had almost made us believe that there was no hope of ever finding the perpetrators.”

While expressing deepest gratitude to the government and to everyone involved in the investigations for bringing this day to a reality, the parents of Tongam said  the personal assurances given to us by the Chief Minister and the former Governor have indeed come true.

“However, while we are grateful to the govt for the action taken, we feel that the case is far from resolved. For one thing, our family finds it difficult to easily accept that anyone would shoot our daughter merely for not publishing a news story. Over this year, circumstances have led us to increasingly believe that there is more to the case than what has been stated. Then there is the matter of actually apprehending all the accused, carrying out a thorough interrogation and after having ascertained the facts, having them tried. For our family, a real end to the ordeal will only come when this is done,” the statement read.

“We remain deeply grateful to the people of our state and across the world, who have stood with Tongam and with us through this year of hardship by taking up her cause in rallies, through the social media, through the press and elsewhere. We have been time and again humbled by the affection showed to her.  As parents, we also greatly acknowledge the support extended by the Arunachal Press Club and the Arunachal Pradesh Union of Working Journalists. Every member of these organisations have proven to be a pillar of strength for us.  We can never repay the debt we owe each one of them.”

Stating that the only way to do justice is to have the case tried in the fast track courts on a priority basis, the statement further said “It would be a breach of justice if there are inordinate delays in trial and in the process of making those responsible punished for their crime.”

“We earnestly pray that truth behind the incident comes out in due time, no matter how veiled it might be now. We also pray this be the last of such incidences,” the parents said.

Meanwhile, the Karko Ao Welfare Association (KAWA) extended thanks to the Capital Police, particularly the Investigating officer and his team for apprehending the accused  in Tongam Rina shooting case,  though it took long time to establish the prima facie case.  The KAWA appealed the authorities not to  grant bail to the criminals.

DA’s proclamation goes in vain, capital bandh cripples normal life

Staff Reporter

ITANAGAR, Jul 11: The proclamation of district administration to provide full-proof security at Capital complex particularly in government offices and business places to defy bandh call apparently went in vain, as the 12 hours bandh sponsored by All Nyishi Youth Association  Capital Complex Unit (ANYACCU) crippled the normal life here today.

The vehicles both government/private were off the road, except few vehicles from paramilitary forces and magistrate written with bold font “On Magistrate/Police Duty”.

The schools remained closed unconditionally.  Apart from few offices such as the Chief Minister Office, Police Headquarters and Deputy Commissioner Capital Complex, most of the government offices were not functioning and no staffs seen around. The business community also closed their shutter down till 5.pm.

When contacted Capital Complex SP Nabam Gungte said there was no report of untoward incidents during the bandh hours and bandh passed off peacefully. SP further said that no bandh callers have been arrested either.

Sources, however, informed that a waste carrier/dumper of Urban Development Department was badly damaged by a group of miscreant around 1.30 pm today at IG park gate, D sector.  “A group of seven youth came and started pelting stone when we were coming back after dumping the waste materials” said a driver.

ANYA Capital Complex Unit called the bandh in protest against the state government for allegedly failed to address their demand.  ANYACCU has been demanding for shifting of Ganga Market Hanuman Mandir to some other suitable place, continuation of eviction drive along NH52-A, stern action against illegal government land encroachers and shifting of Hume Pipe Factory from the present location near Barapani government middle school.  Earlier ANYA unit had a meeting with Chief Minister Political Secretary Bamang Tago, and decided to go ahead with the bandh saying that meeting yielded no fruitful result.

No respite from severe power crisis in Pasighat

Correspondent

PASIGHAT, Jul 11: There seems to be no respite for residents of the century-old Pasighat town and its adjoining areas from severe power crisis.

The High Power Committee (HPC) constituted by Govt for improving power scenario in Pasighat as well as the Power department officials here have come under sharp public criticism as they miserably failed to mitigate the chronic power problem.

The dejected consumers of Pasighat lament that unscheduled power cut and erratic power supply in the past couple of years has made life miserable bringing daily life of people and development activities to a complete halt. They allege that power department engineers, minister and MLAs are sincere only in giving false promises; they do not understand the plight of common people.

Reportedly, the consumers here are not getting electricity even for an hour in a day although they are paying electric bills regularly. It may be recalled that the consumers of electricity led by Pasighat People Welfare Committee (PPWC) had moved the chief minister, power minister and other top ranking power department officials last year seeking their intervention to find a lasting solution to the problem.

A meeting of the High Power Committee (HPC) led by the state's Power Minister Tanga Byaling was held at Pasighat on June 21 last year. The meeting promised to manage sufficient power through an Assam based 33 KV sub-station at Jonai within a period of three months. But, 1.5 MW power has only been sanctioned for Pasighat which is being supplied through Jonai 33 KV sub-station.

“The HPC made commitment for finding a permanent solution to the problem and renovation of the defunct hydel projects within a period of three months. But, their ritualistic promises did not yield any positive result even after 12 months,” the sufferers say.

Reliable sources said that the state government has allocated about Rs 50 lakh for development of the power scenario in Pasighat area. As such, the government has released several lakhs of rupees for erection of transmission line as well as to meet other mechanical expenditures. But, the power situation remained as it is due to alleged irresponsible attitude of the departmental engineers.

Pasighat town and its adjoining areas have a power demand of about 4 MW. But it has been receiving only 1.5 to 2 KW during peak hours. Apart from the Assam based line, power is being supplied to Pasighat from Ronganadi (NEEPCO) project under central sector.

Is media really the 4th pillar in Arunachal ?

Yachang Tacho

ZIRO, Jul 11: It is said that media is fourth pillar of democracy. Do People in Arunachal Pradesh really consider it as the fourth pillar? The reply is ‘No’. In seven years of work in the field of journalism, I have experience a lots.

Every now and then, I use to publish some important articles related to local problems.  It needs extra effort and time to carry on discussions with people having knowledge. Some of the people take it casually while others pass encouraging words.

If a press release of an organization is published against some other party or person, we receive simply ‘thanks’. The other group against whom the release is published will in spite of giving clarification, would pass abusive words and ask how much amount was paid for publication with motive to defame the journalists. Interestingly, if the clarification issued by the later is published, they would unlike earlier time pass a word ‘Thanks’. What’s this? Having no courage to face the organization or the person who is going against them, they target the paper wherein the news or article is carried.

It is also learnt that some people undermines the news papers published from the district and they do count it at par with the papers published from State Capital. Some even desired that articles or news which is against some section of people are not published in district paper though it is published in State papers.

Is it all, a democratic way of approach. Perhaps, unlike other States, awareness on roll of media in Arunachal is very low. Media persons especially of the print media in district will continue to receive both ‘Thanks’ and ‘Curse’. It will continue until people are fully aware on importance of the Fourth Pillar. Bad or no road communication cripples life in Upper Subansiri

Karda Natam

DAPORIJO, Jul 11: Road communication has been one of the most serious problems crippling life in Upper Subansiri district.

Bad or no road communication in many places in the district has badly affected not only to development front but also education and health sectors as officers, doctors and teachers reluctant to stay at their places of posting where there is no proper road communication. As a result, there is low female literacy and high infant mortality rates. The welfare schemes of the government never reach to those rural and far flung areas of the district. This has also resulted in migration of rural people to urban areas in search of better education, healthcare and other modern facilities.

Sippi to Chetam road under Chetam circle and Menga to Giba under Giba circle need immediate improvement. The Sippi to Chetam road is the lifeline for the people of Chetam circle. It connects 44 villages of Chetam circle with 36000 populations. This 120-km road also connects Sippi village with Pipsorang under Kurung Kumey district.

The formation cutting of this road was under taken during the time of union territory for movement of light vehicle. The road remained same in the last three decades as the authority did not take any initiative to improve it.

The road problem was not better in Daporijo, the district headquarters of Upper Subansiri and one of the oldest and most populated districts of Arunachal Pradesh.

The main as well as almost all colony roads of Daporijo Township, including road from DAO quarter to PHED, grid office, PWD link road at medical colony, Polo colony, road from PHED guest house via DMO quarters are lying in pathetic condition. The roads are going from bad to worse for want of maintenance. Traffic jam during office hours has become a part of daily life of town dwellers.

Govt. should check and monitor the quality of road, especially roads constructed under PMGSY. There should not be any compromise with the quality of road.

IT democratising education, making learning accessible to all

By Shantanu Prakash

New Delhi, Jul 11: Information technology has changed our world irreversibly. Access to information is now a button on the keyboard away and instant communication is changing the way we interact dramatically. No aspect of life is untouched by it and naturally, it has also started outlining a new dimension of educational practice and delivery - something unheard of just a decade-and-a-half away.

There is a paradigm shift in education today. Yesterday's bulky books, heavy satchels, rote learning, and even evaluation mechanisms are already old school. In fact, the class room has changed forever - with digital content, interactive media and student-teacher dynamics all undergoing a sea change from what we knew it to be, are engaging in a more collaborative style of learning-teaching. Transition from the chalk-board teaching style to the digital style requires a change in mindset. While the younger generation will adapt to the changing scenario, the pre-technology era teachers might find the going tough.

Training teachers in technology and retraining them in delivering effective content with the aid of that technology is a pre-requisite to modern digital style of imparting education. Preparing almost six million teachers is a herculean task. But it is achievable if a step-by-step approach is adopted. The teachers are today explaining the toughest of lessons via 3D images and PowerPoint presentations. Digitalisation has also augmented teacher's efficiency by equipping them with projectors, interactive boards and assessment devices. No school is considered whole without this new model of education. The urban bias is quickly fading away as semi-urban schools also deliver IT-supported education.

New innovations in hardware are also defining the trend of education delivery. Tablets are one of the latest tools to have made inroads into the education culture. Due to their portable design and interactive capabilities, Tablets have proved to be an invaluable component. It allows students to customise learning at their own pace, learning becomes more project-based and there is a greater peer-to-peer communication. IT-enabled education has also led to tectonic shift in the overall quality of educational content and its delivery.

Digitisation of content has allowed for instantaneous upgrading of content, quicker verification of data, comparative notes, references popping up on screens within nanoseconds, evaluation by teachers in real time, instant feedback and a verifiable means of calibrating progress.

Technology can accelerate, enrich and deepen basic skills. It has the power to allow every child to explore the outer limits of his or her potential. It is also a powerful teaching tool that adds value to a teacher's repertoire and can create a stimulating and challenging atmosphere in any school environment. Above all, it is democratising education, making learning accessible to all irrespective of location, quality of teaching and cost.  (The author is Chairman and Managing Director, Educomp Solutions Ltd.)

Law should be equal for every citizen

Dear Editor,

Through your esteemed daily I would like to knock the door of concerned authority regarding recent eviction of Govt. Quarter Encroacher at G Sector, Itanagar and RoW of a sector road near RD office.

Of late, but never the least the Government step up legal action by evicting sectorial (RoW) and Govt. Quarter encroacher at G Sector, Itanagar,  which is much welcome and praiseworthy initiative from Capital Complex Administration part.

But, why Capital Complex administration do not continue drive against Government land encroachers within RoW (right of way) of sector roads and those who have constructed building within 4m of government quarters at all sector of twin cities Itanagar-Naharlagun?

Only a portion of a multi-storey private building falling within the RoW of a sector road near RD office here and another part of a private building constructed within 4m of government quarter at G-Sector here were demolished during the drive. Why?

You (Concerned authority) says, “The District Administration in coordination with the Housing Department, GoAP, has already carried out a survey of all the encroached government quarters in selected sectors in Itanagar and necessary action, including criminal and eviction of such unauthorized occupants of government quarters would be initiated in the near future. “Here we citizen of Itanagar is bit confused and doubt over authority that, why immediate action for one and why not for others? Everyone knows 80% Govt. Quarter has already been encroached and some missing? Are you aware of this?

Therefore, I would like to request concerned authority, once you initiated must continue in all affected sector or pay compensation whose building you have destroyed?

Yours,

Carolin Nabam,

R K Mission Complex, Itanagar.

Dear Editor,

Through your esteemed daily, I would like to draw the attention of concerned authorities of police department regarding the woes of dwellers of police colony, Vivek Vihar. It’s very unfortunate to tell you that many kinds of mischievous act have been happening in Police Colony, Vivek vihar. First there is no any check point, so regular theft is happening right from lifting of bikes and looting of cash. Another thing is that since there are no street lights at every nook and corner in Police Colony it gives advantage to the KNIGHTRIDERS (Night Stalkers) to accomplish their tasks. There are many problems being faced by the resident of police colony. If police personals are not safe then how the civilian could would be safe? Even most of defence force like ITBP, CRPF etc have their check posts and street lights to vigil illegal activities in their colonies. Being the elite force of the state there must be some safety measures as well as discipline on the line of paramilitary areas. Why this type of apathy from the top brass of police department to their own living area? They should visit colony atleast once in a month to take personal stock of the problems of the peoples. Why most of the facilities being given to top brass only since time immemorial? If police personnel are not mentally fit after thinking about the woes, then how could they perform their duty positively? If police is fit then ultimately law and order would be good. Many a times mud has been slinging on police personnel regarding their failures. But has anyone tried to understand the problems confronting police personnel’s. So there are many unsolved problems from decades and nobody is there to solve it. Some people have almost served 30 years in the department but still don’t have government quarter. This is just an example and  many more are there. So it is my request to the government, Police Headquarter, Media, Civil Society, and Municipal Corporation to solve those unsolved problems at the earliest.

Yours,

Vijay Chetry

Good news

Dear Editor,

Good news for the student, unemployed youth, public etc. that the ministry of personal, public grievances & pension, department of administrative reform & public grievances has recommended for adoption of self- certification provision for document under second administrative reform commission.

According to the report some ministry under state government have adopted the provision of self attestation of document like mark sheet, birth certificate etc. by applicant instead of asking for an attested copy of document by gazetted officer, because asking of attestation of document from gazetted officer not only cost money but also involves wastage of time of the citizen and the government officials. Under the self attestation method the original document are require to be produced at final stage.

Now we can get relief from long queue, ill treatment from officer, save money, save time etc and hope the entire government department under government of Arunachal Pradesh will follow the procedures of citizen friendly method at earliest.

Aalo-Basar road is being neglected

Dear Editor,

Through your esteemed daily I want to highlight the suffering of people of West Siang. The pathetic road condition between Aalo and Basar makes life hell for the people. It takes more than three hours to complete this horrible, bumpy and accident prone journey.

I had submitted an application from our NGO side to the commandant 44BRTF for early maintenance of the said road but to my surprise they told me that the road is under 726 BRTF situated in Yinkiong. I again sent an application to the said organization and after 15 days they replied to me with an official letter on January that they will start the maintenance work within few weeks. They did started but so far only 3 km has been completed and the work is stopped for the last 8 months. I on behalf of all the people of Aalo request the concern authority to come up with an explanation regarding delay in maintenance work which should be published in Arunachal Times.

Yours,

Geli  Ete

President AAYWA

Nutrition and Pak children

Pakistan could greatly reduce infant deaths by concentrating on basic nutrition interventions such as promoting exclusive breastfeeding and complementary feeding programmes, says a leading expert.  Zulfiqar A. Bhutta, head, division of women and child health at the Aga Khan University Hospitals, Karachi, and lead author of a study on nutrition intervention, estimates that Pakistan needs just USD 18 million annually to implement a programme of exclusive breastfeeding and complementary feeding. He also favours social safety nets for the poor, including income support programmes that target women and children in the poorest sections of Pakistan's population.

According to Bhutta, malnutrition is directly or indirectly responsible for 35 per cent of all under-five deaths, with the situation worst in Balochistan and Sindh provinces. The study said nearly 15 per cent of deaths of under-five children could be reduced (one million lives saved) if ten core nutrition interventions are scaled up. It estimates the additional cost of achieving 90 per cent coverage of these interventions, in 34 of the worst affected countries, to be around USD 9.6 billion per year.

A report published in 2012 by the non-governmental organisation Save the Children says that despite investments annual reduction in child mortality rate in the 2000-2010 period was only 0.9 per cent. According to a 2011 UNICEF report, Pakistan is among the top three countries where babies (32 per cent) have low birth weight.
